Yearsym.plg is a plugin for Notepad 1.01 only. It sets a preference that
tells Notepad to ask you for the Year symbol to use when writing a note
to Agenda.

It will not work in 1.0, although it won't do any harm either.

As for all plugins, copy the file to any \App\Npad\Plug\ directory.
