This is a complete working version, only the Help file is missing.
vRuler is fully pen or keyboard controllable:

Key options:

<-                      Ruler left one pixel
->                      Ruler right one pixel
<Shift> + <-            Ruler left ten pixels
<Shift> + ->            Ruler right ten pixels

v1.00 will not be released until our Psion is repaired so that we can actually
test it on a Psion s5.

With the pen you can drag the ruler around the screen, you can also align the
ruler by tapping the appropriate button. 

You can also tap the screen (not the ruler) to get a measurement but if you tap 
the screen with a transparent background this will switch vRuler into the 
background, Pressing <Ctrl> + <Fn> + <V> will bring it back to the foreground.

2. INSTALLATION
---------------


1. If your Show 'system' folder is not ticked then goto Menu | Tools | 
   Preferences and tick the Show 'system' folder.
2. Create the directory  system/apps/vruler in any drive. 
3. Copy all the files (above) except for readme.txt, this file, into the newly
   created vruler directory.
4. Press Extras | vRuler, to open.
5. Read vrule.hlp for instructions, or in the application goto Menu | View |
   Help
